New rules around the renewal of learner driver permits come into effect across Ireland from November 1. The new regulations will change how many times a learner permit can be renewed, and the rules around renewing a learner’s permit.
Learner drivers will no longer be able to drive long-term on a permit without taking a test or getting a full license. According to the RSA, these changes are designed to help learners transition to a full license, while ensuring they are learning to drive safely and with the most up-to-date skills.
What’s Changing for Learner Permit Holders?
From 1 November 2026:
- Learners will no longer be able to get a third or fourth learner permit just by applying for a driving test. Instead, to be eligible, a learner must have taken a driving test within the previous two years.
- Fifth learner permits will no longer be issued. After your fourth permit, you’ll have to start the learning to drive process again.
- A fourth learner permit will only be valid for one year.
- The exemption that allowed some people to renew a learner permit without taking a driving test for medical reasons is being removed.
- If your learner permit has expired for two years or more, you won’t be able to renew it, and you’ll be treated as a first-time applicant.
Who Do These Changes Affect?
The new renewal rules will apply to all learner permit holders for:
- Cars (category B)
- Tractors and work vehicles (category W)
- Motorcycles and mopeds (categories A, A1, A2 and AM)
The rule on permits that have expired for two years or more applies to all categories. If you’re on your second, third or subsequent learner permit, this is the time to start planning ahead.
Why Are the Rules Changing?
The aim is to encourage learners to complete their driver training, sit and pass a driving test and get fully licensed, instead of relying on a learner permit for the long term. According to Road Safety Authority statistics, there are around 380,000 current learner permit holders in Ireland. And out of those –
How Will Learner Permit Renewals Work Now?
These new rules place clear limits on how long you can keep renewing and are aimed at reducing the number of people holding multiple learner permits, and who don’t attempt to sit a driving test. If you’re applying for license renewal, here’s what you need to know:
| Permit | New Rules and Guidance | Valid For |
| First & Second Permit | Learn to drive and get ready for test. | Valid for 2 Years |
| Third Permit | Can only be renewed if you’ve taken a test in the past 2 years. | Valid for 2 Years |
| Fourth Permit | Can only be renewed if you’ve taken a test in the past 2 years. | Valid for 1 Year |
| Four or More Permits | Must restart the learn-to-drive process. | N/A |
What Happens If Your Learner Permit Has Expired?
If your learner permit has expired for two years or more, you will no longer be able to just renew it. Under the new rules, you will be treated as a first-time applicant and will need to start the learning to drive process all over again. This applies across all learner permit categories.
What This Means If You’re Learning to Drive
If you’re currently on a learner permit, the advice is clear: you should plan to complete your EDT, sit your driving test and get your full license. Given the likely increase in wait times at test centres, it’s worth booking your test as early as you can. And if you’re due to renew a third or fourth permit, remember you will now have to prove you’ve taken a driving test within the past two years.
